i think some of the responsibility for your health should fall upon your parents as you don't really have a choice at a young age.
children should also be taught the value of good health and the dangers of obesity at school.
i, for example, did not know that obesity can lead to diabetes until a few years ago when my doctor tested me for it and i'm 24.
if people have no idea what they're doing to their bodies then it makes the job of looking after it harder...

I believe the decisionmakers also should play their part. In my opinion a good healthy lifestyle starts with the parents, but lets face it, not all parents are good rolemodels. If the government ensured a minimum of knowledge to new parents through courses at the health clinuiqe for example perhaps that could help.
But most of all the schools could play a much bigger role of what kind of food are alowed and not allowed at school. I think salty and sugary snacks should be illegal to take to school! Crisps and cakes and other crappy foods do nothing good!
Further the schools should encourage more physical activities especially for the younger ones.

All the ones you mention have a responsibility for a persons healthy living. I would not choose one, but them all. Having said that as an adult I believe you should take responsibility for yourself and your children.
